    Paul Clay was very helpful, and a valuable resource during the initial stages of the JBO operations (1998 to 2000).  We were a consortium of operators, with staff from 4 companies, and Paul's easy going manner coupled with a sound knowledge base helped us glide through multiple exercises with multiple operators.  The end result was a multi business culture response team which worked well together and was very capable of mounting an effective emergency response.

    The Bandol project is one operator, however, we faced dual language and inter country challenges.  Paul was very effective in meeting these challenges, and after one training session and 2 exercises, the regulators of Saint Pierre et Miquelon are very satisfied with our response performance.  Paul provides exceptional clarity of focus in the training sessions which is very helpful when initiating new staff team members whom have zero oilfield experience.

    MARINE RESCUE SUB CENTRE

    This is to advise that I have known Paul Clay and his Company Seacom International Inc. since 1998. This acquaintance is of a professional nature and is the result of our involvements in the Offshore Oil and Gas Industry. I have been a Maritime Search and Rescue Coordinator with the Canadian Coast Guard for over twenty years and in that time I have worked extensively with the Offshore Oil and Gas Industry in both responding to real life emergency incidents and to advising them on the development of Emergency Contingency Plans and the exercising these Plans.

    The Industry has experienced virtually every type of emergency during my career in Search and Rescue and today a great deal of the Industry commitment to safety is focused on Emergency Planning, both from the prevention side and from the response side in the event an Incident. As the saying goes "an ounce of prevention is worth a pound of cure" and this certainly holds true in the Offshore Oil and Gas industry where an accident can have huge financial and human costs.

    I have been involved with several Offshore Oil Company exercises and simulations where Mr. Clay has played a key role. These exercises are quite realistic and elaborate, as indeed they must be. They are designed to test the Emergency Response capabilities of the various Companies. The exercises are done in a way to ensure that the Companies themselves are prepared to respond and additionally the Companies are also prepared to work with the various agencies that would be involved with any incident so as to provide an effective, quick and coordinated response. The eventual goal of the training would be to reduce the adverse consequences of any incident and, just as importantly, put in place measures that would prevent the occurrence of such incidents in the first place.

    Mr. Clay has always conducted himself and every aspect of the training in a professional and competent manner. He has also demonstrated a keen insight into the Industry, the Marine and Air resources used to support it as well as the various Emergency Organizations, their structures, working relationships and Rules and Regulations that govern them. This is evidenced by the detail that goes into the training and simulations and the success and benefits derived therein.

    I would recommend Mr. Clay and his company Seacom International Inc. without hesitation. I am confident that their expertise would help to improve the level of safety on offshore facilities and to better prepare onshore and offshore staff to perform the Command and Control duties required of them if called upon in an emergency.

    TERRA NOVA ALLIANCE (Petro-Canada, Mobil Canada, Husky Oil, Norsk Hydro, Murphy Oil, Mosbacher Operating, Chevron Canada)

    Seacom International Inc. have been contracted to the Terra Nova Alliance since 1998.     PEMEX EXPLORACION Y PRODUCCION (RMNE)

    During December 2002, the team of engineers who work in rotation L2 of the Rebombeo Platform attended the Major Emergency Management and Response Planning Course for offshore installations in the Campeche Sound as taught by the instructors of Seacom International.
     
    What was outstanding during the training was the simulation of scenarios and of the reaction of the command team before an emergency, whose magnitude may be from the smallest up to a catastrophe.
     
    The role of each member of the Emergency Operations Centre (EOC), their reactions and the taking of good decisions during an event can only be learned through well structured courses, given by a qualified personnel. The result is that thanks to the efforts of Petróleos Mexicanos together with other companies, all personnel of this installation, the Rebombeo Platform, now know that they can count on an adequate Emergency Response Plan.
     
    When the pre-planned and alternate escape routes are very well identified, and medical teams, fire-fighting teams and all support teams are correctly controlled and in constant communication, the risks to the personnel and the installation are minimized.
     
    At present the simulations carried out and the line of command established in the EOC have permitted us to improve and shorten our response time during a possible contingency in a very significant manner.

    PEMEX EXPLORACION Y PRODUCCION (RMNE)

    BACKGROUND:

    The Cayo Arcas Operational Complex is located 174 kilometers north of Carmen City. Its principal function is to export Maya crude oil produced in the offshore oil fields of Cantarel, in the Gulf of Mexico. To carry out this work, two 250,000 tons of dead weight buoys have been installed, and a fixed tower with a capacity of 350,000 tons of dead weight. The great possibilities of vessels maneuvering in this area 84 Km north of the main oil fields was the first reason why this operational complex was built so that large super tankers and other types of vessels that can load oil easily; the second reason, equally important, is the natural protection of the area from the winds from the north, as provided by three keys. This allows for greater operational movement, even when weather conditions are not the best outside of this area.

    EMERGENCY SIMULATIONS:

    In the past there was only an informal organization in which the Safety Engineer was the person to define scenarios and simulations, conducted traditionally, with the results being not exactly as we know at present.

    ACTIONS:

    According to the importance of Cayo Arcas operations, the idea was born to implement Emergency Response Plans that could actually guarantee the protection of the personnel, safeguard the environment, and minimize damages to the installations. All this with the aim of counting on a command line and organization perfectly defined to face an emergency.

    DEVELOPMENT:

    The new concepts such as Mustering Stations, Emergency Manager, Notifier, Checklists, Support Teams, Emergency Operation Centre, etc., totally changed our perspective and viewpoints on the organization needed to face emergencies at an offshore facility, and we could see and assess the great benefit that we could obtain when the techniques offered by your company are put into practice: a great Command and Control Centre from which a display of both human and material resources emerge, with perfectly defined tasks that result in the control of emergencies, and therefore, the saving of human lives while protecting the ecology and the installations.

    TRAINING:

    Because within your organization the Emergency Response Plans offered by Seacom present a different way to do things, when compared with the traditional manner, it was necessary to undergo harsh training under hard conditions – heat, noise, fires and explosions, injured personnel and great stress, etc. The most important factor of the training was to struggle against the stress produced by the situations aforementioned, together with the tight coordination among all members of the emergency management team. However, due to your great expertise, we succeeded in our commitment.

    BENEFITS:

    With the elaboration of the Emergency Response Plans and the training to put them into practice, which also granted me your company’s Certification as a Competent Emergency Manager, our installations have today a very clear and defined organization to do what must be done during an emergency, a command line that does not permit any interference from anyone, as well as clear communications to obtain resources from our authorities onshore (whom today also have a Command and Control organization). This is now possible after analyzing the worst possible scenarios and establishing both the organization and the training to minimize them.

    Consequently, there is no doubt that the only winners with the new Emergency Response Plans and the training of personnel with Command and Control responsibilities are all those who work at PEMEX Exploration and Production’s offshore facilities.     PETROLEOS DE VENEZUELA, S.A

    Seacom International Inc. is an Emergency Management Company specializing in services to the oil and gas industry on and offshore.

    To accomplish this, Global Santafe and our clients have participated fully in Seacom’s command and control training, exercises, simulations and assessments, all of which form part of Seacom’s overall offshore emergency management system.

    The benefits have been that all concerned parties, Global Santafe, the clients and other contractors, now work within a well coordinated network of emergency managers and external responders such as the Joint Rescue Coordination Centre, Marine Rescue Coordination Centre, other offshore installations, vessel and helicopter contractors and onshore support centres.

    Seacom International Inc. is an emergency management company based in St. John’s, Newfoundland and Labrador. Led by the President Paul R. Clay, Seacom recently played a significant leading role during the preparation and coordination of a simulation exercise related to a storm surge event in the Town of Channel-Port-aux-Basques, Newfoundland and Labrador.

     

    Sponsored by Health Canada in 2006, the resulting exercise was an enormous success and enabled federal, provincial and local responders to gain a significant insight in relation to response issues related to climate change, health impacts related to events driven by climate change and, more specifically, issues related to managing emergencies resulting from severe weather events such as a storm surge.

     

    Throughout the project, Mr. Clay and his team demonstrated organisation, flexibility and good understanding of the mandate.     CHEVRON CANADA LIMITED

    In early 2006 Seacom was contracted by Chevron Canada to put in place required emergency response systems for a deepwater exploratory drilling program in the Orphan Basin, approximately 400 km offshore Newfoundland. Seacom’s scope of work included:

     

    • Preparation of Emergency Response Plan; said plan to establish command structure, define alert criteria, provide linkages to external services and organizations (as well as Chevron Corporation), set-up communication/notification protocols, and define roles and responsibilities of key emergency response personnel.

    • Provide oversight to Chevron in setting up the St. John’s Local Emergency Response Centre.

    • Provide emergency response training to members of Chevron’s emergency response team. Said training also included providing orientation to Hibernia media and family response personnel.

    • Prepare for and facilitate completion of three table top emergency response exercises.

     

    All the above workscopes were completed on time and with a high degree of professionalism. Mr. Clay’s background and experience is very suitable for setting up emergency response networks for the offshore Oil & Gas industry. I give Seacom high marks for the quality of the work they delivered for us. Preparing the ERP, setting up the EOC, and training of our personnel met or exceeded expectations. All material and training was delivered in a manner that was both very useful and also readily understood by emergency response personnel.

    NEWFOUNDLAND AND LABRADOR HYDRO

    Seacom International Inc., led by Paul R. Clay, has provided emergency management consulting and training services to Newfoundland and Labrador Hydro (Hydro) since the initial preparation or an Emergency Response Plan for the Holyrood Generating Station in 1995.


    In 2006, Seacom conducted an Emergency Management Analysis as it related to identifying Hydro’s overall level of emergency preparedness as a corporation and also prepared an Interim Emergency Response Plan to assist the corporation as a whole during the management of major emergencies within the province of Newfoundland and Labrador.


    In 2007, Seacom commenced the development of Hydro’s comprehensive Corporate Emergency Response Plan, the setup and establishment of Hydro’s Emergency Operations Centre, the delivery of emergency management training and the preparation and assessment of a major exercise to evaluate the new capabilities of the corporation.
