
Major Emergency Management Course And Command And Control Competency Assessment
1st To Be Conducted In Mexico! - PEMEX to implement Seacom's Offshore Emergency Management System (OEMS) throughout all regions of Mexico.
PEMEX Exploration and Production, in cooperation with Seacom International Inc., recently completed a project in which Seacom prepared Emergency Response Plans, conducted Major Emergency Management (Command and Control) Training Courses and assessed formally each installation’s Superintendent (On or Offshore Installation Manager) and Second in Command in relation to their competency to manage Major Emergencies.The President of Seacom, Paul R. Clay, recently stated that “PEMEX Exploration and Production in the Northeast Marine Region of Mexico have taken an enormous step forward in relation to the protection of PEMEX’s most valuable asset, their people by implementing Seacom's Offshore Emergency Management System (OEMS)”. This initiative also establishes PEMEX, Mexico’s nationally owned oil company, as a leader in the field of on and offshore emergency management.
Having worked with PEMEX on this particular project since mid 2001, Seacom have now completed an extensive Emergency Management Analysis and 6 Emergency Response Plans. These included in the offshore platforms Cayo Arcas, Rebombeo and AKAL-C. As one of the worlds largest and complex platforms, and with an overall length of 1 kilometre and simultaneous operations related to oil and gas drilling, production, compression and distribution, AKAL-C requires 2 Emergency Operations Centres (Commonly called Emergency Coordination Centres in other countries) to manage emergencies onboard the installation and to ensure the safety of the 1800 personnel currently working on the platform. In addition, and in order to ensure all installations with critical emergency management communications functions were completed first, Seacom have also completed the Emergency Response Plans for PEMEX's Heliport, Marine Terminal/Marine Control and Onshore Emergency Operations Centre which provides onshore support to all installations during both on and offshore emergencies.
As of November 2002, Seacom completed the first Major Emergency Management Courses for offshore personnel from the Cayo Arcas Emergency Operations Centre (Pictured above with Seacom). Included in the training were Formal Competency Assessments for the Platform's Superintendent and Second in Command, who along with their personnel achieved an exceptionally high result. Seacom subsequently presented certificates in Emergency Management and / or Emergency Management Competency in a joint ceremony with PEMEX on November 8, 2002.To facilitate both the training and competency assessments, PEMEX have also constructed an onshore simulator in collaboration with Seacom. As a result, PEMEX now have a permanent and realistic environment in which to conduct ongoing training and assessments for both on and offshore personnel.
To continue the work through 2003, 2004, 2005 Seacom were awarded
further contracts to complete an additional 17 Emergency
Response Plans, 36-5 day Major Emergency Management
(Command and Control) Training Courses and 62 command
and control assessments for the remaining installations
and the Superintendents / Command and Control teams of
the North East Marine Region (NEMR).
In 2008, Seacom’s Offshore Emergency Management
System" (OEMS) was adopted nationally by PEMEX for use in
all
4 regions of Mexico
which, in addition to NEMR, includes the South
East Region, South Region and North Region. As a result,
the
Offshore Emergency Management System" (OEMS) is now truly national within Mexico and in the process of being
implemented as part of a new contract awarded to
Seacom in 2008.
