Seacom is a well known company with vast experience in the evaluation of a client’s emergency management needs, the preparation of Emergency Response Plans, the provision of Emergency Management Training (Command and Control Training) and the evaluation of personnel (individual and teams) working within an Emergency Operations Centre (EOC), both tactically on-scene and in support of on-scene operations from the owner's Corporate Emergency Operations Centre (CEOC)

Our President
The president of Seacom is Paul R. Clay. Paul formed Seacom in 1995 after 14 years service with the Armed
Forces of Australia
(Army). Since incorporation, Paul has personally managed
projects related to the preparation and delivery of
Emergency Response Plans, Training, Competency
Assessment and the establishment of Emergency Operations
Centers for more than 40 oil and gas
installations (exploration, drilling, production,
refining and distribution) as
well as 44 other projects that have included Aviation, Mining,
Marine, Utilities, Private Sector companies and all levels
of Government (Federal, Provincial/State, Local) etc.
Projects have been undertaken in Canada, the United States of America, Mexico, Cuba,
Venezuela, Chile, Argentina, France and South East
Asia. As a result of Paul's extensive experience as a professional Emergency Management Specialist, Technical Trainer and Command and Control Competency Assessor, Seacom's clients have been able to take significant steps forward in relation to the prevention and / or control of major emergencies.
As a business leader also, Paul is actively involved in the community having served (voluntarily) as a Justice of the Peace (New South Wales), Commissioner of Oaths (Newfoundland and Labrador), the President and Director, respectively, of the Newfoundland Environmental Industry Association and the Canadian Environmental Industry Association; as a member of the Training, Education and Professional Development committee of the International Association of Emergency Managers (Canada); as an appointed member of various international trade committees and, in addition, the leader of several international trade missions.
As a writer, Paul has authored several books. These include:
Practical Guide for Major Emergency Management and Command and Control in the Oil and Gas Industry.
